I did ask, they said it will cost in millions. 
That is a bit too much. I think they wanted to scare you off. It will certainly cost a lot of money though but not millions. I’m not expert in mobile app development so can’t say for sure how much it will cost. I hope someone who has expertise in this field will give you accurate estimate.
