I’ve recently joined Live Psychic Chat and I see that many times psychics there reserve rank with 99% fee which means they only earn 1%? I’m not sure why they do it and how can they earn anything from just 1%?

A rank reservation with 99% means no one can boot you off. You can make money by offering services. This is also the best way to get new customers and to build reputation.
